Minutes, 1889-1969.

This series contains minutes documenting both the regular and the special meetings of the State Board of Health from 1889 to 1969. These minutes reflect the topics of discussion, decisions made, and actions taken by the Board. Also included in the minutes are inspection reports, rules and regulations, resolutions, reports of travel, copies of telegrams, and pertinent correspondence. The minutes relate to such diverse topics as communicable diseases, tuberculosis hospitals, quarantine, sanitary engineering, public health and veterinary public health, child welfare, and the general financial management of the Board. A table of contents can be found in the front of volumes 7-17.

Article XV of the 1885 Constitution provided for the creation of the State Board of Health, but the Board was not created until the 1889 special session of the Legislature (1889, Ch. 3839, Laws). The session was called by Governor Francis Fleming when yellow fever reached epidemic proportions. The Board was given powers to investigate and prevent yellow fever, smallpox, and cholera.
